Inverse dual ratchet drive

The ratchet, attached to the rotatable shaft, seems not to be simulated correctly in Solidworks. It consists of a pawl that can rotate around the shaft, fixed to another disk which oscillates. The desired action is for the disk's oscillation to engage the ratchet and rotate the shaft anti-clockwise. This setup was inspired by Matt Lombard's ratchet in chapter 33 of his book Solidworks Bible 2010, but it exhibits the same issue. Either Solidworks has a bug or there is something I am missing. Please help without suppressing mates as a solution. Additionally, I dislike the 2012 SW file format and may abandon using Solidworks due to this feature.
