This is a riser tray designed for use inside the Rubbermaid filament spooler, as shown in this thing on Thingiverse: 1332650. Most users choose to employ this container because it effectively prevents humidity from affecting their filament, especially when silica-gel beads are added. The riser tray enables your filament spool to sit above the silica-gel beads without any difficulties or messes. Best results are achieved by printing the riser tray upside-down, with its cone-legs pointing upwards. I utilize the Rubbermaid filament spooler shown in one of the photos, which can be found at this link on Thingiverse: 2394480. This design is currently the best I have come across.
