To reduce cost, mass, and risk, NASA chose to integrate the first two modules of their cislunar Gateway station (Northrop Grumman's Cygnus-derived Habitat And Logistics Outpost and Maxar's SSL-1300 derived Power and Propulsion Element) into a single launch. This eliminates the need for HALO to have its own service module or rendezvous/docking hardware.
