This design is from the USA Consumer Product Safety Commission. It is used to determine if a small part is a choking hazard to a child under 3 years old. Put the part into the tube and if it fits completely so that nothing protrudes past the top of the tube, then that part is unsafe. The pictures show a small Lincoln Log toy part that fits completely inside the tube.
