It's a clamp designed specifically to hold an IKEA JANSJÖ lamp securely in place on a Dell p2414h monitor. The mounting system will also work effectively with other Dell monitors that feature similar back panels. To set up, simply slide it onto the top edge of your monitor and the small tenon should easily latch onto one of the venting holes provided for this purpose.
