The IKEA BILLY bookcase system is arguably their top-selling product and definitely one of the most versatile. For reasons that elude me, they don't feature holes all over, making it necessary to drill custom shelves if you need non-standard spacing. This jig is designed to utilize the existing holes for alignment and provide a guide for the drill bit to create holes perpendicular to the surface. It's also crucial not to let the drill bit go all the way through, so the jig's height needs to be set according to the drill bit's length and how deeply it sits in the chuck. I'm not providing an STL file because I'm almost certain that your specific combination of drill bit and drill will require a different offset. Additionally, if you're in the USA and can't find metric bits, a 13/64'' is the closest size to an IKEA pin. You might get away with using a 3/8'' and a little hammering.
