This is a highly specialized part for the Gelid Solutions Icy Vision 2. The fans included with it aren't PWM controlled, so using these clips and a PWM to Mini GPU PWM adapter from EK Waterblocks allows my GPU to control its own fan speed with two 92mm fans. Although this mod isn't essential for most users as they can simply plug the included fans into their motherboard and link their GPU temperature to their GPU fans using Speed Fan, I've recently changed my motherboard and it has locked out other utilities from controlling fan speed. PLA seems to be holding up well at temperatures above its glass transition point for some reason. It's probably best to use PETG instead, as the clips are likely fragile when exposed to high temps. I'll update this in the future to make them more durable.
