Watching over Utopia The Ministry for State Security (MfS), commonly known as the Stasi, commanded vast resources and powers at its disposal. By the time of its dissolution in 1989, it maintained a force of 91,000 professional officers and 189,000 Unofficial Collaborators or informants. The MfS operated as a domestic security service, a public prosecution agency, and an intelligence agency all under one umbrella. It was not constrained by considerations of postal secrecy, banking confidentiality, telecommunications secrecy, medical confidentiality, or any form of private sphere. Enjoying almost unlimited legal powers and unaccountable to administrative or judicial oversight, it perceived itself as the shield and sword of the Party to which it directly reported.
