This device is a good cheap way to make over powder wads using wax paper. It shouldn't be hard to modify this to make any diameter wad you want. I doubt a printed version of this will work decently so I've included step and f3d files as well as the pics from the book. I don't know much about machining but I believe that's everything you'll need to machine this from aluminum.
