The Fort of Saint Francis of the Rock - also known as Castle by the Sea, The Barracks Fort, Picão Fort, and Fort of the Rock - was constructed to cross fire with the Fort of Saint George, which was the oldest built on land, in the location where the fort now stands is currently Our Lady of the Pillar Church. The two guarded the entrance to the port. The original construction of the Fort of Saint Francis during Portuguese rule had Tiburcio Espanochi responsible for the project and Brazilian State Engineer Francisco de Frias Mesquita responsible for executing the construction. In 1612, the construction began, and in 1614, the Fort of Saint Francis da Laje was completed.
