This 3-D project requires many hours of printing. The wheels should be glued back to back to allow for spoke alignment. For a 16 spoke look or offset the alignment half the distance for a 32 finer spoke appearance. Use a 1/8" wooden dowel for the axle. Make sure you change the flow to minus -10% for the fine detail of the decorations. Set "Z" lift to 2mm. I always put a 2 pass skirt on all my prints to help clean the hot head nozzle.
