For a flashlight with a diameter of 24mm and a bike/scooter tube with a diameter of 26mm, I've applied one layer of electric tape to the tube for optimal contact. This setup was designed specifically for an adult Oxelo Decathlon scooter. To complete it, you'll need a cup-head screw that's M5 x 10mm in size and a self-locking nut.
