This is a flap hinge to deploy a dropped flap. Print two, one for each side, and utilize a yard flag wire as the pivot point. Cut the wire slightly longer than needed and shape it into a mushroomed end on both sides using a hammer and a hard object. An M2 bolt can also be used effectively.
