The author of the original made some error in the STL file. It wouldn't load in Cura and Cura's Mesh Mixer plug-in wouldn't repair it. I found some online STL repair tool and tried it and it worked fine. This is the result. I take zero credit for anything other than the 2 minutes of Google research.
