I was searching for a filament rack that used tubing which was tricky to get hold of in the UK. I wanted one that could be extended as you got more filament. Using this thing https://www.thingiverse.com/thing:2202096 as a guide, I modeled one from scratch in Fusion360 to fit standard 22mm copper pipe. You can also use 22mm PVC pipe, but you'll need Schedule 40 spec to prevent it from bending. I printed the rack in several generic PLA at 0.3mm layer height with 10% infill. This gives a very strong piece. Two pieces took around 8 hours on my Artillery X1 sidewinder. I added supports that only touch the build plate, which creates a simple plug for the lower two holes. The horizontal holes print fine without infill. The copper pipes were cut at 25mm for the vertical and 60mm (my bench size) for the horizontal. A generic pipe cutter is fine, and the ones that spin around the pipe are easy to use with little effort. I've added the .dxf so you can modify it yourself. If you want any mods or files in a different format, just ask.
