This spool for 3D printer filament has been modified from a design provided by filo3D, the reputable filament supplier. It's an ideal solution when you receive unwound filament without a protective spool. To create this spool, I typically cut the "flange" portion in 3mm plexiglas using a laser cutter, and fabricate the smaller components ("bearing holder" and "shaft collar") from either 5mm plexiglas or plywood. I often use this spool with my proposed "spool roller," which can be found here: http://www.thingiverse.com/thing:652289. If necessary, you may need to edit the DXF file for the "flange" and adjust the central area of the part to suit your specific needs. Alternatively, you can take a look at this modular design (http://www.thingiverse.com/thing:9039) that allows for laser cutting modifications.
