This is a Fiesler 167, a purpose-built torpedo bomber designed to operate from the unfinished KMS Graf Zeppelin. The ship's incomplete status meant that the bombers never entered production. A modified version of ghukek's model on Cgtrader serves as the basis for this digital representation. The attached torpedo is offwhitetiger's "1:300 Torpedo" design, available on Thingiverse.
