Arcadius, the Latin-born leader Flavius Arcadius Augustus, brought great change to the Byzantine Empire from 395 to 408 with his iron fist. As the eldest son of Theodosius I and his first wife Aelia Flaccilla, he had a strong claim to the throne and was also brother to Western Emperor Honorius.
