This is an Electrovore from the Starfinder Alien Archive. Here's a short description from the books: "... With a serpentine body covered in sparking spines and sprouting two leathery wings, a typical electrovore measures 3 feet in length and weighs 25 pounds. Three bright-blue visual sensors flank its head: one is situated on the bridge of its snout. Its wide mouth is full of sharp teeth that are rarely used in combat; instead, they're employed to chew through wire casings. An electrovore prefers to hunt with its barbed tail, slapping and stinging whenever necessary."
