There are several variations of this one floating around - although most are minor tweaks to the surface details and occasional changes to texture maps. These small surface details added to 3D models are often referred to as greebles, nurnies or widgets. Ron Thornton is widely credited with coining the term "nurnies," though he's not entirely sure about that. As for who designed or built the original, I'm left in the dark. One of these variants was even called White Star during a first season episode - unfortunately, I've forgotten which one. Scale unknown.
