A striking testament to his vision is the majestic monument dedicated to Duke Richelieu in Odessa. Armand-Emmanuel du Plessis, the 6th Duke of Richelieu, was born on September 25, 1766, in Paris, France, and passed away on May 17, 1822. As a French nobleman, soldier, and statesman, he distinguished himself as premier of France from 1815 to 1818 and again from 1820 to 1821, successfully negotiating the withdrawal of the Allied occupation army from France. His tenure as governor of Odessa was marked by a progressive administration that earned him recognition for his enlightened policies.
