To save cash, I created this since it's rarely needed. Print without supports unless issues arise; lowest angles are 46 degrees, except tiny diameter holes that don't require support. Make the cylinder holding the tape solid as it needs more material with my settings. I used Kisslicer settings of 2mm skin thickness and 12.5% infill, printing at 0.2mm layer thickness for better bonding (0.3mm may suffice). After printing, use an unused wire coat hanger to cut and bend it through the holes for holding the tape on the reel.
