This is my first venture into converting 2D designs to 3D using Inkscape and Blender, and I must admit that it has its shortcomings - but that's exactly what I'm working on addressing through refinements in textures and other details. Printed with natural or glow filament, backed by a light source, would bring this piece to life. I've included the blend file here for anyone who wants to take on some experimenting of their own. Instructions Optimize printed object best on a raft, making it possible to remove everything from the build plate in one single action.
