Define R6 FillPort Adapter for 12/16 tubing

Fillport adapter set up for a 12mm inner diameter / 16mm outer diameter tube and designed to sit flush with the case so the covers / vents can still be used. I designed it with OnShape and it should be easy to modify from that for different tube sizes. The screw is 0.01 inches smaller than the threads on the top, so I think that should provide a bit of clamping force on the tube.
