It appears to be handmade and hand-painted before being sold on Amazon, Here's a Step-by-Step Guide to Making This Bottle Top Wine Glass: How We Designed This DIY Project Process Used for Creating the Bottle Cut Wine Glass: 1.Cut Wine Bottle using a bottle cutter. 2.Use sandpaper, starting with 220 grit sanding. 3.Sand until the glass surface is smooth and all uneven areas are flat. 4.Next, use 320-grit sandpaper, then 400-grit to make the edge of the glass more polished and smooth, similar to a genuine wine glass. 5.Put the cork of the wine bottle into the top opening and gently push it down until only about one inch remains at the bottom for the printed base. 3D Print this base and carefully fit it inside the bottle's opening. Make sure the print is firm; if not, you may need to enlarge the diameter a bit. (Keep in mind that different bottles vary in size - I had to reprint once too to get a snug fit.)
