They say that PETG prefers to "settle in" and not be "crushed down" like other materials. After the first layer, you should elevate the print head slightly so there's a gap between the nozzle and the printed piece. This add-on will enable you to do it in Cura. To use it: Place it in your <cura 3x>/plugins/PostProcessingPlugin/scripts directory. You'll need to restart Cura. Go to the Extensions menu, then Post-Processing and Modify G Code. There, you'll be able to select the add-on. The height should be set higher than your first layer height but lower than your second. This code was adapted from BQ_PauseAtHeight.py plugin. Thingiverse requires a valid STL or design file for submission, so I uploaded a test shape that I use to test new materials. Have fun! I've tested this on Cura 3.0.3.
