These shim plates boost plywood frame strength by preventing it from splitting as the lips prevent separation. Position the shim lips facing the bolt and secure with a nut on the even side. A remarkably solid frame is achieved when all parts, excluding Z-rod top plates for service access, are glued together using standard PVA glue. Sanding away black paint from glue joints won't cause any harm. Before the glue fully cures, verify that the frame is square. The original bolts and nuts hold everything in place during glue curing, eliminating the need for extra clamps.
