USE LED TEA LIGHTS! The base will require supports for stability. To print the tops, use spiralize mode or vase mode in your slicer, ensuring that the first 12 layers are solid by setting bottom layers to 12. You may also need to scale down the tops to fit inside the base. Printing a test model with 98% scale is recommended if the tops do not fit snugly within the base. Check for a proper fit by printing a base and then a few layers of the top, taking into account your printer settings and filament type.
