It definitely functions properly. Will it generate a breeze that cools you down more than the effort of turning it warms you up? That remains to be seen! This tech demo is certainly entertaining. To keep the mechanism spinning, you need to smooth out the inner surfaces of the wheels where they meet the axles using sandpaper or a rasp. I also applied some silicon lubricant for added efficiency. It's held together with M3 screws, 10mm long and in sets of three.
