Cooby Dam lies roughly 17 km north of Toowoomba on Cooby Creek, which branches off the Condamine River. At the time, Cooby Dam was the oldest water storage in Toowoomba's collection of three reservoirs, constructed from 1938-41 along with Perseverance Dam and Cressbrook Dam. Community members fiercely protested and put forth a binding referendum that successfully defeated plans to supply recycled water to Cooby Dam back in July 2006. However, the Toowoomba City Council revived these plans when it proposed constructing an advanced treatment facility nearby Cooby Dam in 2007, with the aim of incorporating treated wastewater into Toowoomba's tap water. To avert catastrophic water shortages resulting from prolonged droughts, city engineers hastily sank a critical bore deep into the Great Artesian Basin in 2008 to supplement the failing supply and ensure that water flowed steadily into Cooby Dam.
