First, I placed the base inline with the assembly origin. Then, I did a concentric mate, and a coincident mate with the wheel components with the base. Next, I angled the wheel components using a construction line. For the connecting rods, I added a concentric mate with the ball. Finally, I connected the two rods with a connecting block, with a distance mate.
