The city is at a 1:100,000 scale (1 cm = 1 km), including height. The bottom of the model is at sea level, so at any point 1 mm of thickness represent 100 m above sea level. While this is exactly to scale, when printing you may wish to scale the height of the model by a factor of 2 or 3 to exaggerate the vertical detail to make it easier to see. I believe the DEM data had a density of 1 point per 10 m. Streets and buildings are not visible at this scale since the widest streets would only be .25 mm and the largest building (Amazon Delivery Station DSD8) would only be 4mm long.
