It took me until Kay-Bee Toys closed its doors to get an action figure, making this one rather scarce; this is the front axe for Kira's Axe Flinging Combat Cart. When the cart spun forward, an asymmetric gear would lift this up about a quarter inch, then drop it back down with every complete turn of the wheel; not overly spectacular, but given that there was no such cart in the movie, it still has some appeal. It looks pretty cool, maybe give it to a ninja turtle or scale it down for a Lego weapon.
