Cheap and Simple Saare Yachts Vent

My design for the Saare Yachts competition. Uploaded as Parasolid (.x_t) and .STEP, designed in Solidworks 2010 Simple design and dirt cheap to build, easily assembled/disassembled for cleaning, etc. Everything is molded plastic, however the outer piece could be made out of SS if desired. Middle piece is sealed to the deck with silicon sealant and there is a gasket to seal the inner and middle pieces. My main goal for this was to keep it as simple (cheap) and functional as possible. Half a turn goes from fully open to fully closed. I opted for an increase in height to improve splash resistance and to give more depth allowance in case the deck is flooded, this allowed me to reduce the overall diameter. The angle and therefore the height can easily be decreased if deemed unnecessary. There is also room to mount a computer fan in the center to increase airflow.
