Cat toy? Ornament?

I stumbled upon this project by chance while experimenting with Fusion 360, and I liked its potential enough to bring it to life through 3D printing. It could possibly serve as a cat toy or even a Christmas ornament, but I'm not entirely sure what it's meant to be. As of now, I'm leaning towards the cat toy interpretation.
