I built something similar that failed on me so I created my own version from scratch. It's specifically designed to fit snugly onto 3/4 inch PVC pipes. Most parts can be printed without supports by orienting them flat on the bed. However, the pipe attachment might need some support and should be printed vertically. This is actually my second iteration of this design. When I printed it in PLA, my first one held up surprisingly well even in Kentucky's sweltering summer heat. For maximum strength, I recommend printing with a high infill setting. A resolution of 0.2 mm does the trick nicely. To fully assemble the project, you'll need M5 bolts and nuts. The picture shows my initial attempt, which had a top plate added to cover and hold the fabric in place for a neater appearance.
