Car lighter Charger

My smartphone charges 1 ampere from the car, but it doesn't get enough. When navigation is turned on, it doesn't charge at all. If it's turned off, it charges only 15% in one hour. The UBEC regulator we used in RC models was a charger that provided up to 3 amps of power, with a maximum capacity of 6 amps. I couldn't find a high-value charger that supplied exactly 1 ampere. I don't think they actually deliver the currents they claim in their 1-ampere sales.
