Cap for rain barrel diverter

Here's the detailed plan I came up with to fix the issue. I'll just replace the missing diverter cap on our downspout that feeds the rain barrels. Without this cap, water won't flow into the drain tile in winter or the rainbarrel in summer when both outlets from the diverter are in use. So here's a blueprint for making a new one - it should have an outer diameter of 1.375" and an inner diameter of 1.34".
