This statue is almost certainly that of a statesman depicted in the neoclassical manner. In fact, this was an extremely common practice during the Renaissance period and well after: following the discovery of ancient Roman and Greek ruins, the influence became incredibly significant. Artists constantly sought to replicate the classical Greek and Roman art forms.
