This is part number 21399-26, which serves as a plastic bushing specifically for the upper wheel mounting block. The original bushing in my saw disintegrated suddenly yesterday, prompting me to measure the remaining fragments and create this replacement using OpenSCAD. I deliberately engineered it to provide a snugger fit than the original part, so you might need to file it down slightly (or remove any excess material or burrs on the block that it will be inserted into).
