This songbird-shaped whistle has a mouthpiece at its front, indicating it was likely used to produce a musical sound. When partially filled with water and blown into, the whistle emits a warbling noise similar to that of a real bird, which is why it's shaped like one. The original object was unearthed during an archaeological excavation near the childhood home of Martin Luther, who lived from 1483 to 1546.
