Bike Phone holder platform

I'm building a system that lets me clip my water-resistant phone pouch securely in place. Traditional bicycle phone mounts work well, but they don't shield the device from the elements. I need a solution that enables me to use my existing Karrimor iPhone arm case on my bike. The idea is to keep my phone snug within its regular protective case and slip it into this waterproof container, which will then be safely fastened onto a sturdy base. The entire assembly should stay firmly attached to the bike frame using strong cables. A strip of rubber should be wrapped around the attachment points to prevent any unwanted slipping. My design focuses on accommodating tube diameters roughly measuring 35 millimeters and comes with an included CAD file for detailed planning purposes.
