These pieces secure to rails on a saddle and make room for a small mini pump to be placed sideways under the saddle instead of attaching it to the bike frame. One design option is an adapter piece that can be bolted in to hold a rack for the pump. These racks usually come with pumps designed to fit drinking bottle holders on bike frames. Different versions position the pump differently under the saddle, but I ended up using the adapter version, which also allowed me to connect and disconnect my Ortlieb saddle bag to its rails at the same time. The adapter piece doesn't have as wide a spacing as standard drinking bottle bolts, but it can be modified if needed. My pump holder still fit just fine, as they always seem to have some tolerance to allow for different bike frames that aren't made exactly to spec.
