I keep an old 28.6mm (1 1/8") steerer tube from a discarded fork handy for easy access during bike maintenance. This enables me to push the old steerer into place as I remove the fork, securing stem and headset components in their original position. A makeshift aligning tool made from a top cap looks like this: attach it to an old fork just like you would a top cap. Once secured, follow these steps: Remove the top cap from the fork being removed. Carefully dismount the brake caliper and any other component hindering the fork's removal. Place the scrap fork steerer with the tool in position on top of the target fork. Loosen the stem bolts, then push the fork out by pushing the scrap steerer tube down into the stem and through the headset. Remove the fork for maintenance, leaving the scrap steerer in place until reassembly.
