To create belt pulleys, I utilized 4-5mm thick gaskets as belts. The pulleys without sides require fender-washers and a slim 5/16 nut placed inside, with nuts positioned outside of the washers. For other pulleys, you must drill them to size and, if necessary, glue them to the shaft before bonding the two pieces together.
