These are simple holders for the nut used to level your print bed with precision. The dialer is designed to be oversized, making it easy to turn it and make precise adjustments - a larger wheel is easier to adjust than a smaller one. On the CR-10 (the printer I own), the size makes it stick out from the support frame, allowing for one-finger adjustments; just hook your fingernail on one of the ridges and spin it easily. The locker is attached to the same screw and serves to lock in the dialer. To secure it, hold the dialer with one hand and turn the locker until it's tight against the dialer. This tension ensures that neither the dialer nor locker will move when vibrating from the printing process. These parts are designed for M4 or 6/32 screws and bolts, but you can fit smaller or larger ones by scaling the models in your slicer. You'll need eight nuts to cover all four corners of the print bed. If you use triangles as an infill pattern (in Cura, for instance) and position your model carefully using the layer view, you can match your infill with the bolt hole neatly.
