Create this bracket for your open-source design at http://www.thingiverse.com/thing:22436. Although it is not very useful alone, attaching it to a bar (like seat posts, handlebars, flagpoles, etc.) becomes possible with this clamp. For the attachment, print two brackets and join them by aligning their hinge. Customize the bar radius and bolt hole radii for both the hinge and clasp as per your requirements. Don't forget to use a #4-sized bolt for the hinge and a 1/4"-sized bolt for the clasp while assembling.
