Cut your balloon tails, ribbon, fishing line, etc., safely with a belt cutter. It takes a 23mm x 6mm (or smaller) razor blade that fits snugly in place, and I found mine in a dollar store pencil sharpener. The inset design prevents accidents and the compact size allows for easy storage in your pocket. A small amount of super glue keeps everything secure over time. Edit: I'm not sure if these will work, but they seem like a good fit at about one dollar per blade.
