This is a Boeing 737-700/800/900 trash bag holder that attaches securely to the side of the center console rim. Typically, crews place trash bags around the light dimmer rotary knobs and the Stab Trim switch using the protective cover, a pet peeve of mine as an airline mechanic who designed this solution. I know it's also frustrating for crew members. With this clip, you can easily slide it along the entire center console rim and off the avionics panel. It has taken several years to develop something that fits multiple center console variants. I created a 4mm nylon thumb nut screw threaded/recessed portion as an added layer of security. While not essential for many aircraft, it does provide some extra protection.
