Designed to clip around PVC pipe to give you a flat surface to put a threaded rod and axle against. Can drill out for a bearing, or just use bushings/washers. Good if you cemented caps on both ends of your pipe before you put the sleeve on. Recommend gluing these, the single bolt + washer will not remove all play in the fitting.
